The City is busy developing a new Zoning Bylaw, which will replace the current Land Use Bylaw.  There are a number of important changes in the draft Zoning Bylaw including modifying parking requirements, changing permitted and discretionary uses and simplifying Housing into 4 zones.  The detailed Housing 1 draft (H-1) for small scale infill housing is attached to this post.  It will replace the current R-CG zoning and details how this bylaw will impact small scale development.  Additionally, a summary document is included to compare and contrast what is permitted or discretionary in H-1, H-1G, H-2 and H-3.

Key changes are being proposed to how citizens will or will not be able to provide input on housing in their community.  If a use is permitted, neighbours will have no say in what is built unless the development permit exceeds or contradicts the bylaw.

Additionally, the draft parking requirements are attached and the City’s recommendation is that parking will be “Open” so that businesses and home owners may determine their own parking requirements.  The .5 parking guideline that was proposed as part of the City’s blanket rezoning of the City in 2024, would be eliminated.  As we know from how crowded our streets are, building new large multi-family residences with no parking will be beyond challenging for existing residents
